An Ordinance to amend the Deportation Ordi-

nances, 1912-1913.

Be it enacted by the Governor of the Colony of Hong- kong, with the advice and consent of the Legislative Council thereof, as follows:-

1. This Ordinuce may be cited as the Deportation Short tille. Ordinance (No. 2), 1913, and shall be read und construed as one with the Deportation Ordinance, 1912, and the Ordinances amending the same, and this Ordinance and the said Ordinances may be cited together as the Deporta- tion Ordinances, 1912-1913.

2. Section 3 of the Deportation Ordinance, 1912, as Amendment enacted by section 2 of the Deportation Ordinance, 1913, is of section hereby amended as follows :-

Objects and Reusons.

The object of this Bill is to add to the powers of depor- tation, which already exist under the local law, additional powers to deport two classes of persons with whom it is impossible to deal in any way under the present enact-

ments.

The first class consists of persons who although born in the Colony are not of British parentage on either side und who have not obtained a cortificate of British birth.

The second class comprises persons who were natives of or resident in the New Territories or New Kowloon at the date when the lease of these New Territories was granted.

In both these cases the power of deportation proposed to be given is vested in the Governor-in-Council and cap- able of being effected only by unanimous resolution.

It is also laid down that every Deportation Order issued under the new powers must be forthwith reported to the Secretary of State.
